About the Forum
The Israel Forum for Agrivoltaics is a joint initiative of the Ministry of Agriculture and Food Security, PAI Fund, Yad Hanadiv, JCT, The Heschel Center for Sustainability, NZO, the Israel Innovation Institute, and GrowingIL, as part of a national strategic effort to advance the APV sector in Israel.
The Challenge
Global Pressure
Climate change and global population growth are placing unprecedented pressure to achieve food & energy security.
Land Constraints
As demand for renewable energy and food production grows, land has become a central issue. The energy, agriculture, and food sectors are competing over the same limited resource = land.
Solar–Ag Trade-Off
PV ground-mounted solar projects, the most common approach for solar energy production, serve a threat on agricultural, farming, the environment, and local ecosystems.

APV holds significant potential to enhance Israel’s agricultural viability, empower farmers, and advance both the energy sector and the rural landscape. However, this potential is accompanied by inherent risks and challenges that necessitate precision planning, supportive policy frameworks, and continuous iterative learning.
